Large-scale BESS storage plant

Why now · Mexico, 2026

The law now allows you to generate and store energy at your plant

The grid

285

alert and 49 emergency declarations on Mexico’s national power system in 2024.1

117min

without power per user, on average, in 2024.1

91%

of industrial parks surveyed in 2023 reported problems with energy supply.2

+50%

growth in Mexico’s peak demand by 2039.3

The law

  1. Mar 18, 2025DOF, Electricity Sector Law

Mexico’s 2025 Electricity Sector Law allows any large consumer to generate its own power on site (self-consumption), including cogeneration and storage. From 0.7 MW, a generation permit from Mexico’s National Energy Commission (CNE) is required.4

  2. Dec 22, 2025DOF, Energy Sector Program

CFE itself plans to install 2,216 MW of BESS between 2025 and 2030.7

  3. Apr 16, 2026DOF, CNE storage provisions

A BESS (energy storage system) inside your plant does not require a storage permit if the energy is used only in your plant.5

  4. May 8, 2026DOF, Self-Consumption One-Stop Shop

For self-consumption plants of 0.7 to 20 MW, the Self-Consumption One-Stop Shop (Ventanilla Única de Autoconsumo) coordinates the filings. The CNE rules on the generation permit within a maximum of 30 business days.6

Your tariff

+33%

The capacity charge of the GDMTH (large-demand, medium-voltage, time-of-use) tariff in CFE’s Norte division rose 33% between its 2018 and 2025 annual averages. Over the last 12 months it fell 14%, and it is still 18% above the 2018 average.

The capacity charge is one of the bill items that BESS reduces.

108 GW

Worldwide, 108 GW of BESS were installed in 2025, 40% more than in 2024. One in five went into homes, businesses and plants.8

What it means for your plant

The grid will not grow at the pace of your plant, and every outage or voltage fluctuation costs production and equipment. The law now permits the alternative: a BESS or a cogeneration plant on your site, with stable, high-quality power. ENEGRIN designs, installs and operates the system. Under shared savings, it also pays for it and you invest nothing.
